UNDERGROUND STORAGE TANKS


REQUIREMENTS:

OHIO FIRE CODE 5704.2.13.1.3. Any tank that has been abandoned for a period of one year shall be removed from the property or be abandoned in place.

ABANDONMENT IN PLACE CRITERIA – API 1604 –  Disposal of a tank in place should be considered in the following cases:

  • Because of tank location  adjacent structures may be damaged  or weakened;
  • Removal may be physically impossible
  • Removal may incur excessive costs

PROCEDURE FOR REMOVAL:

  1. Choose a contractor. Any contractor can be used and a quick internet search of: “Excavating Contractors”, “Contractors General” or “Tanks – Removal” will provide potential contractors. A list of contractors who have removed  tanks in the Madeira  and Indian Hill area is available from the Fire District.  The Madeira  and Indian Hill Joint Fire District  does not recommend or approve any companies.
  2. Obtain a site clearance or permit from Village of Indian Hill or Madeira depending on tank location.
  3. Obtain a permit from the Fire Department. There is a $100.00 fee for the permit. 
  4. Schedule the tank removal. The removal must be scheduled 24 hours in advance.  The tank may be removed  between the hours of 8:30 am and 4:00 PM Monday through Friday.
  5. The tank may be uncovered and all lines disconnected prior to the inspector’s arrival. The Inspector will witness the tank removal and check the hole for gross contamination.  Gross contamination is defined as product in the hole or dirt that is discolored and  has an odor of the product.  Soil testing is not required.
  6. If the hole is not grossly contaminated, it can be filled with dirt and the site restored. If there is gross contamination,  the contaminated dirt must be excavated or some other approve clean up method used.  The Fire district does not recommend any  particular clean up method.
  7. The tank must be cut and cleaned before it can be hauled away.

 PROCEDURE FOR ABANDONMENT IN PLACE:

  1. Submit written documentation requesting abandonment in place.  This would include:  tank location; structure location;  costs; and possible damage that may occur.  The Fire District will make a determination for or against abandonment in place based on the data submitted.
  2. Obtain site clearance or permit from Village of Indian Hill or City of Madeira depending on tank location.
  3. Obtain a permit form the Madeira & Indian Hill Joint Fire District. There is a $100.00 fee for the permit. 
  4. Schedule the tank for filling with inert material.  This must be scheduled 24 hours in advance.  The tank may be filled between the hours of 8:30 am  and 4:00 PM  Monday through Friday.
  5. Remove all flammable or combustible liquid from the tank and connecting lines.
  6. Clean the tank of all sludge.
  7. Disconnect the suction, inlet, gauge, and vent lines
  8. Fill the tank completely with an inert solid material. Cap remaining underground piping.
  9. The owner of the tank shall keep a permanent record of tank size, location, date of abandonment, and method used for placing the abandoned tank in a safe condition.

 

For Tank Installs:

              A.        Select contractor.

B.        Obtain a site clearance or permit from Village of Indian Hill or Madeira depending on tank location.

C.        Obtain a permit from the Fire Department.  There is a $100.00 fee for the permit. 

D.        Schedule the tank installation.   The installation must be scheduled 24 hours in advance.  The tank may be installed between the hours of 8:30 am and 4:00 PM Monday through Friday.
